Savannah Regional Director of the National Commission on Culture seeks presidential intervention.

Savannah Regional Director for the Center National  Culture AZUMAH IBRAHIM (CHIEF TUYA NAArespectfully submitted a report to draw to the attention of the office of the President to a series of acts of insubordination and deliberate sabotage by certain staff of the National Commission on Culture, as well as actions by some officers of the Sector Ministry that have undermined the authority and mandate of the Chief Executive Officer (CEO).

These developments according to the report are seriously affecting the effective administration of the Commission and impeding the realization of the President’s vision for the sector.Since assuming office, the Ag. Chief Executive Officer, Wakefield Ackuaku, has made concerted efforts to realign the operations of the Commission with the President’s transformation agenda.

However, some staff members and certain individuals at the Sector Ministry have persistently resisted these reforms, said the Chief Executive Officer.

AZUMAH IBRAHIM (CHIEF TUYA NAA said the conduct suggests a deliberate attempt to weaken the CEO’s leadership and disrupt the smooth running of the Commission.The following instances illustrate the pattern of sabotage and disregard for the CEO’s authority:Defiance of Official Reassignment .

The CEO reassigned a staff member Richardson Fio to Upper East Region as part of administrative restructuring.

The officer blatantly refused to comply and continues to parade himself as a “Special Aide” to the sector minister without any formal authorization.Disrespect for CEO’s Directives a section of workers within the Commission routinely ignores directives issued by the CEO.

This open defiance has weakened administrative discipline and eroded respect for leadership.Undermining by the Sector Ministry:Officers of the Sector Ministry have, on several occasions, taken key decisions concerning the operations of the Commission without the knowledge or input of the CEO.

For example, the recent decision to send the Volta Regional Ag. Director to China was made without any formal communication to, or approval from, the CEO.

Lack of Ministerial EngagementSince assuming office, the sector minister has not undertaken any official working visit to the Northern Sector, which is the largest geographically in this country and carries huge cultural and eco-tourism potential in the country.

This lack of engagement has created a disconnect between the Ministry’s leadership and the Commission’s regional operations.

These actions have affected staff morale at the regional offices.

They also undermine the authority of the CEO, compromise accountability structures, and stall the implementation of the President’s policy directives and development agenda within the sector.
In light of the foregoing, the following recommendations are respectfully submitted for your consideration:Presidential Directive to the sector minister:The Office of the President may kindly direct the sector minister to grant the Chief Executive Officer the necessary space and authority to reorganize and reset the Commission in alignment with the President’s vision and policy direction.

Enforcement of Administrative Discipline:The errant officer who refused reassignment and continues to act without authorization should be sanctioned in accordance with the Civil Service regulations to serve as a deterrent to others.

Strengthening Institutional Coordination:Clear lines of communication and authority should be established between the Commission and the Sector Ministry to prevent further interference in the day-to-day management of the Commission.Periodic Ministerial Oversight Visits:

The sector minister should be encouraged to undertake regular field visits, particularly to the northern sector, to familiarize himself with ongoing activities and offer policy guidance where needed.

The ongoing acts of sabotage and administrative interference pose a serious threat to the effective functioning of the Commission.

A firm intervention from the Presidency will restore order, reaffirm the CEO’s authority, and ensure that the Commission contributes meaningfully to the achievement of the President’s development agenda.
